For my random testing program is it better to place employees in a pool with other companies’ employees or my own company pool?

It is generally recommended that DOT employers with 8 or more DOT covered employees chose between a consortium or individual stand-alone pool – either will provide compliance. For those DOT employers with 7 or less DOT covered employee the consortium is recommended; a stand-alone pool may have the same one or two employees tested over and over again. Owner-operators are required to be in a multi-employee consortium pool, they cannot conduct random testing on their own. Other than owner-operators there is no minimum or maximum and no requirement to be in a consortium pool.
